The Data You Need Before You Can Write an IEP Goal

A goal is only as good as the information behind it. Before the ARD committee can write a measurable, appropriately ambitious goal, it needs to gather several specific types of data.
This post walks through what that data looks like and why each piece matters.
Baseline Data: The Objective Starting Point
The single most important data point is the baseline, which documents a student's current level of performance in a specific area. You cannot write a good goal without knowing where the student is starting from. The IEP must assess current levels of achievement to be legally compliant, and without a clear baseline, the committee can't set measurable goals, determine necessary services, or accurately evaluate whether progress is happening.
A few requirements make baseline data usable:
Objectivity. Data is objective when it's observable and would produce the same conclusion no matter who is measuring it. It should avoid subjective language like "scores will improve" or "when he feels like it."
Consistency. The baseline has to be collected using the same measurement method that will later be used to track the goal. If the goal will be measured in words correct per minute, the baseline needs to be recorded that way too.
Condition. Baseline data should describe the specific context in which the student currently performs, such as "when given a second-grade reading probe."
How Much Baseline Data Is Enough
For establishing a clear instructional level, a common approach is using the median of three probes. Once a goal is in place and progress monitoring begins, teachers typically need six to eight data points to accurately calculate a student's rate of progress.
While it's technically possible to establish a baseline with a single data point, multiple data points are preferred to make sure the baseline actually reflects the student's typical performance rather than an outlier.
How Current Does Baseline Data Need to Be?
Baseline data needs to reflect where the student is performing right now, not where they were performing months ago. A baseline pulled from an evaluation completed the previous school year, or from data collected before a summer break, may no longer describe the student's actual starting point. If a significant amount of time has passed since the data was collected, or if the student's circumstances have changed, the team should collect fresh data before finalizing the goal rather than relying on outdated numbers.
Baseline Data Doesn't Have to Be a Percentage
This is a common misconception. Criteria for mastery can be expressed as a percentage, but they can also be a number out of a set of trials, a specified amount of time, or a score on a rubric. The right format depends on the skill being measured:
Accuracy works well for correctness or proficiency, such as calculating math problems with 85% accuracy.
Frequency tracks how often a behavior occurs within a timeframe, such as initiating a peer interaction at least once per recess.
Rate applies to skills where speed and fluency matter, such as reading at 95 words correct per minute.
Duration measures how long a student sustains a behavior, such as completing an independent task for three minutes.
Latency measures the time between a prompt and the start of a behavior, such as transitioning tasks within 20 seconds of a direction.
Rubric or scale formats work for complex, multi-step, or qualitative behaviors, such as scoring a 6 on a professional communications rubric.
Which Data Sources Are Useful, and When
Baseline data doesn't come from a single source. Different sources tell the team different things, and knowing what each one is good for helps the committee build a complete picture rather than leaning too heavily on any one number.
Grades reflect performance in a general course, measured against course-level expectations. They can flag that a problem exists, but they rarely pinpoint the specific skill gap, since a grade is influenced by many factors beyond the skill an IEP goal targets.
Standardized test scores, including results from the Full and Individual Evaluation, are useful for comparing a student's performance to grade-level or age-level expectations and for identifying the size of a gap. They're less useful for the kind of frequent, ongoing measurement a goal requires once instruction begins.
Work samples show what a student can actually produce on real academic tasks. They're particularly useful for confirming that a skill demonstrated on a probe also shows up in day-to-day classwork.
Teacher observations provide a real-world picture of how a skill or behavior shows up across the school day, including in contexts a single test can't capture. They're most useful for context and pattern recognition, less useful as the sole basis for a numeric criterion.
Parent observations add information about how a skill shows up, or doesn't, outside the school setting. The ARD committee is legally required to consider parent input, and it often surfaces details that don't show up anywhere else in the data.
None of these sources works well in isolation. The strongest baseline draws on more than one, cross-checking what a test score, a work sample, and a teacher's or parent's day-to-day experience of the student each suggest.
Identifying Areas of Critical Need
Beyond the baseline itself, the team needs to review data to identify the specific skill gaps or deficits preventing the student from accessing or progressing in the general curriculum. This means looking at the gap between current performance and the skills expected at the student's enrolled grade level, and gathering data across both academic achievement and functional performance.
Enrolled Grade-Level Standards
For academic goals, the team needs to identify the relevant Texas Essential Knowledge and Skills, or the Prekindergarten Guidelines for younger students. This ensures the goal is standards-based and gives the student access to the same challenging curriculum as their nondisabled peers.
Results from the Full and Individual Evaluation
The goal-development process has to incorporate data from the Full and Individual Initial Evaluation, or the most recent reevaluation. This includes standardized test scores and progress monitoring data, information about how the disability's specific characteristics affect school life, and recommendations for specially designed instruction, related services, or assistive technology.
Previous Rate of Progress
To set a goal that's appropriately ambitious rather than merely trivial, the team needs data on how the student has grown in the past. Reviewing progress reports from previous goals helps the team figure out what's realistic but still challenging for the next 12 months, and data on which strategies have or haven't worked in the past helps shape the conditions written into the new goal.
Stakeholder Input
Comprehensive data also includes input from the people who know the student best. The ARD committee is legally required to consider parent concerns for enhancing their child's education. Teacher and service provider input from classroom observations, work samples, and anecdotal records provides a real-world picture of how the disability affects daily performance. And when appropriate, especially for transition planning, the student's own input regarding strengths, preferences, and interests should be part of the picture too.
When the Data and the Parent's Experience Don't Match
Sometimes a parent's sense of their child's skills doesn't line up with the baseline data the school has collected. Because Texas requires consensus, or mutual agreement, on IEP decisions, a parent who disagrees with baseline data has real options. They can request a recess of up to 10 school days to gather more information, or write a statement of disagreement to be included in the IEP. Committees are required to carefully consider and document information from all sources, including parent input, when determining eligibility and needs.
Why This Groundwork Matters
None of this data collection is a formality. Each piece plays a specific role: the baseline tells you where the student is, the grade-level standards tell you where they need to go, the evaluation and progress data tell you what's realistic, and stakeholder input makes sure the picture is complete. Skipping any of these pieces makes it much more likely that the resulting goal will be either unrealistic or, more often, not ambitious enough.
